Forget about heavy armor and loaded backpacks in this place. If the board breaks under your feet, then you go to the bottom down like a stone. The guards in this city prefer short swords to fight in tight alleys and bows to shoot across bodies of water. Some of them use nets. All have light armor. Many of the spellcasters are fluent in the Water Walk spell. But do not rush to walk on the water, because there are many tricks to plunge you into the lake and make you vulnerable to bows and nets.
